Incident: S0C7 in settlement, four steps from the cause

Two jobs run the nightly settlement. FEEDLOAD converts the partner's feed (PROD.PARTNER.FEED) into a staging file with a packed (COMP-3) amount. SETLRUN sorts it, copies it to the settlement input and runs SETTLE. Tonight FEEDLOAD ended RC 0, but SETLRUN abended S0C7 in its last step. You may not edit the partner feed. Find where the bad data came from, fix that program, and get the settlement total out.

- Fix the step that let it in, rerun both jobs
