Incident: STMT says its program is not available

STMT prints a customer statement at the counter; it runs program STMTPGM. Last night change CHG4420 put in a new STMTPGM, found a problem and backed it out: the old module went back into the library and the region was told to load it. This morning every branch gets a message instead of the statement screen. Find out why and fix it.
