Incident: S878 in the tariff load after the product launch

TARIFRUN compiles, links and runs TARIFLD, which loads the whole tariff table into memory and checks it. Yesterday's product launch added many new tariff bands. Tonight the RUN step abended S878. The RUN step has had REGION=32M since it was written years ago, and nobody has changed the program. Find out why it failed and get a good run. (This training copy of the table has 24 sample rows; production has many more, which is why the program needs so much storage.)
