U4038 — Language Environment abend
Language Environment ended the program after an unhandled run-time error. The real cause is in the CEE and IGZ messages, not the code.
What happened
The step ends with user abend U4038. Above it, the job output has one or more messages starting CEE (Language Environment) or IGZ (COBOL run time).

Language Environment (LE) is the run-time layer COBOL, PL/I and C programs run under. When a serious condition is raised and nothing handles it, LE ends the program. U4038 is the abend it uses to say so; it is a wrapper, not a cause.
Whether the step shows U4038, the original system abend or a return code depends on LE run-time options such as ABTERMENC and TERMTHDACT, and on your site's defaults.
Typical causes
- A file OPEN, READ or WRITE failed and the program had no FILE STATUS check or declarative.
- A subscript out of range detected by SSRANGE.
- A program check such as S0C7 or S0C4 that LE reported as a condition.
- A dynamically called program that could not be loaded.
- Storage shortage or an invalid run-time option.
Symptoms
You see U4038 with CEE or IGZ messages. That is the clue: S0C7 or S0C4 on its own points to a machine exception, while U4038 means LE took control and decided to end the run. Read the first severe message, ending in S, not the last.
Where to look
- SYSOUT of the step: CEE and IGZ messages are written there by default.
- CEEDUMP: the traceback, the active programs and, with TEST, statement numbers.
- JESMSGLG: the abend line and any system abend underneath.
- The run-time options report, if RPTOPTS(ON) is set, to see which options were in force.
How to diagnose
- Search the job output for CEE and IGZ and read the first severe message.
- Note the program, statement or offset and condition it names.
- If a CEEDUMP exists, use its traceback to see the call chain.
- If the condition was a program check, follow the matching page for that code.
- If no dump was produced and the failure repeats, add a CEEDUMP DD and rerun in test.
How to fix
Fix the underlying condition, not the U4038: add the missing dataset, correct the subscript, validate the data, or add FILE STATUS handling. Rerun once you know what earlier steps did. Changing LE options to suppress the abend is not a fix.
How to prevent
- Check FILE STATUS after every I/O, with a clear message for unexpected values.
- Use SSRANGE in test.
- Keep TERMTHDACT set so a useful dump or traceback is produced.
- Make sure every batch step keeps its SYSOUT and CEEDUMP output long enough to diagnose.
